The driver, aged in his 40s has been taken to Dandenong Hospital after being assessed by paramedics at the scene, an Ambulance Victoria spokesperson told 9News.
He is in a stable condition with soft tissue injuries.
It remains unclear what caused the crash.
The clean-up could take several hours, with crews planning to lift the truck to remove the twenty cylinders underneath it.
“It can be very dangerous if we get to the point of explosives,” CFA Senior Station Officer Alec Draffin said.
In wake of the incident, drivers are being urged to seek an alternate route, with the south-bound carriageway closed.
“Southbound traffic should take the Wellington Road, Police Road or Monash Freeway exits prior to the incident,” VicRoads said in a statement.
Delays are currently heavy.
