In 2017, the man allegedly began leaving cards in bars advocating for the removal of dogs from the streets due to the expense of cleaning up their waste.
He went by the name Manuel A and joined a WhatsApp group for dog owners, where he posted, “It is time to get them off the streets.”

He allegedly began leaving dog food laced with pins as bait last year, killing two dogs and injuring a number of other animals.
If found guilty of animal cruelty, he could face fines of up to €30,000 (£25,000) per offense.
In recent years, the city’s canine population has exploded, with 84,000 dogs registered in 2020, more than three times the number of children.
